Do shooting glasses need a safety rating?

Yes. Case fragments and ricochet are the reason; Z87+ is the rating, and most competitions require it. Wiley X, Oakley SI, ESS and Pyramex all carry it. Most take a prescription in Trivex or polycarbonate, with a bifocal segment low in the lens for the sight picture if you need it.

What's the difference between shooting glasses and regular safety glasses?

Side coverage, target-contrast tints, and thin temples that don't break the seal on ear protection. Ordinary safety glasses have the rating but not the wrap or the tints.
